A governmental collapse, of any kind, is unlikely to lead to an extinction level event.

A localized (to a country or continent) event that, even if it spread would be recoverable even if the event, itself, caused huge suffering and death.

There would have to be a planet wide collapse and that would be precipitated by another extinction level event.
